Self-imposed ban on selling or pledging your home via my.gov.uz from 1 October 2026
From 1 October 2026 an owner in Uzbekistan can block the sale, pledge and mortgage of their own flat on my.gov.uz after a Face ID check. How to set and lift the ban, who needs it and what it does not cover.

- As of 28 September 2026, owners themselves are selling 8,990 apartments in Tashkent, 31% of the market: if you set a ban, you have to lift it before you sell.
From 1 October 2026 (lex.uz, 27 Sep 2026), apartment owners in Uzbekistan can block the sale, pledge and mortgage of their own flat themselves, on my.gov.uz, the government services portal, after confirming their identity with Face ID. The rule comes from Presidential Resolution No. PP-265 of 15 July 2026 (lex.uz, 27 Sep 2026), and the ban is lifted in the same place. As of 28 September 2026, 28,842 apartments are for sale in Tashkent, and 31% of them were listed by the owners themselves.
What is the self-ban and when does it start?
A self-ban is a ban on alienation, pledge and mortgage that owners place on their own property, with no bank or court involved. It works on my.gov.uz from 1 October 2026 and covers real estate and cars that you own.
Alienation is the legal term for any transfer of ownership: selling, gifting or swapping the flat. A pledge means the flat secures a debt, and a mortgage is a pledge of real estate, usually to a bank for a home loan.
Normally a ban appears on a flat because of someone else's claim: a bank holding it as collateral, or an arrest, that is, an asset freeze. The self-ban is set by the owner, so that nobody can sell or pledge the flat behind their back. While it is in place, sale and pledge are closed to everyone, including a person who walks into a notary's office with a power of attorney in your name.
Why this matters is clear from a review of property fraud schemes published on realting.uz on 7 June 2025 (realting.uz, 27 Sep 2026). First on its list is a sale under a forged power of attorney: the fraudster takes it to a notary, sometimes a sham one, and the real owner finds out about the deal too late. Next come flats that are already pledged or frozen, fraud against people buying off-plan, one flat sold to several buyers, and fake rentals. The self-ban works against the first scheme.
How do you ban the sale of your flat via my.gov.uz?
You need three things: an account on my.gov.uz, a phone or computer with a camera for Face ID, and a flat registered in your name. The service opens on 1 October, so the steps below follow the text of the resolution, not the portal's screens.
- Check whose name the flat is in. Only the registered owner can set the ban. If the flat is registered to your mother or your spouse, they have to go through the process. - Log in to my.gov.uz and find the service for banning the alienation of property. Its exact name and section will be known after launch.
- Pass the Face ID check. For individuals the resolution names only this way of confirming identity, so you cannot set the ban for an elderly parent: they have to pass the check themselves, though you can sit next to them and help.
- Choose the flat and what to ban. The resolution lists three kinds: alienation, pledge and mortgage. Whether you can pick them separately will be clear after launch.
Companies take a different route: they need a decision of the general meeting of founders, participants or shareholders, and the ban is registered with an electronic digital signature.
If you are a foreigner who owns a flat in Tashkent, note that the resolution does not mention foreign owners separately. Whether a foreign citizen can pass the Face ID check on my.gov.uz will only be clear once the service opens.
Neither the resolution nor Gazeta.uz's summary of it mentions a fee for the service.

How do you lift the ban and how long does it take?
The owner lifts the self-ban on my.gov.uz, again with Face ID. For a bank ban under a notarised pledge agreement a time frame is set, 1 working day (gazeta.uz, 27 Sep 2026) after repayment, but for the self-ban the resolution gives none. So lift it a few days before the notary appointment, not on the morning of the sale.
Bank bans work like this. By 1 November 2026 (lex.uz, 27 Sep 2026), the Ministry of Justice, the Central Bank, the Interior Ministry and the Cadastre Agency are to set up a way to lift them after full repayment without the borrower having to apply. If a notary certified the pledge agreement, the bank sends the data to Notarius, the state system for notarial records, and the ban is lifted within a working day. If the agreement was signed directly with the bank, the end of the restriction is entered in the pledge registry without any application from the borrower.
Selling a flat you bought with a mortgage? After the last payment, check that the bank's ban is gone, and only then set the date of the sale.
Who needs a self-ban most?
Mostly owners who spend long stretches away from their flat. The forged power of attorney scheme from the same review works when the owner learns about the deal too late, and that most often happens when they are not around.
- Owners who live or work in another city or country. The flat stands empty or is rented out, and the documents are with relatives. If you bought in Tashkent and live abroad, this is you.
- Elderly owners. Face ID has to be passed in person, so the easiest way is for their children to sit down with them once and help.
- Anyone who has given a power of attorney for the flat or left the documents with an agent, a realtor or an acquaintance.
The ban mainly gets in the way of sellers. As of 28 September 2026, owners themselves are selling 8,990 apartments in Tashkent, 31% of the market once duplicates are removed (you can browse them under apartments from owners). If you are one of them and have already set a ban, lift it before the buyer pays.
The ban does not stop you from renting the flat out: the resolution covers sale, pledge and mortgage and says nothing about renting.
What else is coming to my.gov.uz on 1 October?
From the same 1 October 2026 the portal adds three more features. For a homeowner the key one is a notification about every new notarial action in your name.
If someone gets a power of attorney in your name certified by a notary, you learn about it from the notification, not after the flat has already been re-registered. The other two features cover phone numbers and bank cards registered to you.

What does the self-ban not cover?
The resolution names three actions you can ban: sale, pledge and mortgage. Everything else, including other people's flats, rentals and money paid to a developer, is outside it.
- A buyer of someone else's flat. Owners set the ban on their own property. As a buyer you still check the owner, pledges and freezes yourself. The full path from viewing to the cadastre record is in our 10-step guide to buying a flat.

- Someone buying off-plan. A flat in a building under construction, bought under a contract with the developer, is not mentioned in the resolution, and the ban will not return money paid to a fake developer (that scheme is also in the realting.uz review). - Number of apartments: OLX and uybor listings as of 28 September 2026 in 11 districts of Tashkent, excluding Yangihayot, with copies of the same flat merged. A seller counts as an owner if the platform marks them as a private person.
- There is no service screen yet on that date: the steps are based on the resolution and will be checked against the portal after 1 October.

When can I put a self-ban on my apartment in Uzbekistan?
From 1 October 2026, under Presidential Resolution No. PP-265 of 15 July 2026. The ban is set on my.gov.uz, the government services portal: an individual confirms their identity with Face ID, a company acts on a decision of its general meeting and signs with an electronic digital signature.
How much does it cost to ban the sale of my apartment?
Neither the resolution nor Gazeta.uz's summary of it mentions a fee. If there is one, the portal will show it once the service opens.
Can I lift the self-ban on the day of the sale?
You lift it on my.gov.uz with Face ID, but the resolution sets no time frame for that. To be safe, lift it a few days before the notary appointment so the deal does not fall through.
Do I need a self-ban if my apartment is mortgaged?
While the loan is outstanding, the bank's ban already sits on the flat. By 1 November 2026 such bans are to be lifted after full repayment without the borrower having to act, within 1 working day for a notarised pledge agreement. After that you can set your own ban separately if you want one.
Can a foreigner who owns a flat in Tashkent use the self-ban?
The resolution does not mention foreign owners separately: it describes Face ID for individuals and an electronic signature for companies. Whether a foreign citizen can pass the Face ID check on my.gov.uz will only be clear once the service opens on 1 October 2026.
Does the self-ban protect a buyer or a tenant?
No. The owner sets it on their own property. A buyer still checks someone else's flat by its cadastre number, and a tenant is better off making sure the person renting out the flat really owns it and never paying upfront for a flat they have not seen.
