Tashkent new builds in numbers: price per m², finish, height and completion dates
A square meter in a Tashkent new build costs $1,629, in resale $1,279. How the district, the finish, the height of the building and the construction stage shape the price, based on listings (UyScan, 28 September 2026).

As of 28 September 2026, 13,877 apartments in new buildings are for sale in Tashkent. The median asking price is $1,629 per square meter, against $1,279 in resale, and half of new-build listings fall between $1,244 and $2,212 per m². A quick note on terms. Locals call a new build a novostroyka and resale vtorichka; "new build" here means any apartment the seller listed on the primary market, whether the building is finished or not. All prices are in US dollars.
How much does a square meter cost in a Tashkent new build?
The median is $1,629 per m²; the median asking price for a new-build apartment is $109,900, and the median floor area is 66 m². A quarter of listings ask less than $1,244 per square meter, another quarter more than $2,212. In resale the same bounds are $1,091 and $1,531, so prices inside the new-build market are spread much wider.
With duplicates merged, new builds make up 48% of all apartments for sale. The city-wide premium over resale is +27%, but it varies by district: the district-by-district breakdown is in New build or resale and on the new build vs resale page. Which districts have the most and least expensive new builds?
A square meter in a new build costs most in these districts: Shaykhantakhur ($3,091), Mirabad ($2,125), and Yakkasaray ($1,913). The cheapest are Bektemir ($1,038), Sergeli ($1,062), and Uchtepa ($1,202). The top of the range is 3 times the bottom; for the whole market, resale included, the ratio is 1.8.
The most mixed new-build market is in Shaykhantakhur: a quarter of new builds there ask less than $1,640 per m², another quarter more than $4,138. High-rises pull the district median up: almost half of the city's new-build listings in buildings of 17 floors and more are there (more on that below). New builds are rarest in Chilanzar: they make up only 16% of the district's apartments for sale (407 listings), and the rest is resale.
The data covers 11 districts. Yangihayot district is not among them, so "cheapest" here means the cheapest of these eleven. Each district's new builds have their own page, for example new builds in Yunusabad.
How much does the finish change the price?
New apartments in Tashkent are sold at very different stages of finish, and listings use a fixed set of labels. Unfinished (chernovaya, often just korobka, "the box") is a bare shell, and the whole renovation is on the buyer. White box (predchistovaya) goes one step further: surfaces are prepared for the final finish. Euro renovation (evroremont) is the local name for a standard modern renovation, not a European standard, and designer renovation means an interior done to an individual design project.
Euro or designer renovation is listed for 56% (UyScan data as of 26 Sep 2026, listings: 13,829) of new builds, unfinished or white box for 15%. Across the city a square meter costs $1,448 unfinished and $1,667 with euro renovation, but that gap understates the real one.

Why the city-wide gap is so small: 19% of unfinished new-build apartments are in Shaykhantakhur district, where apartments in high-rises are sold as bare shells. There a square meter costs $3,291 unfinished and $2,164 with euro renovation: the expensive address outweighs the finish and lifts the city-wide median for unfinished apartments.
Inside an ordinary district the picture is clearer. An unfinished square meter in Mirzo Ulugbek costs $1,498, one with euro renovation $1,977. Yunusabad district: $1,265 against $1,602; Yashnabad district: $1,106 against $1,550. This is not the cost of renovation: the gap also reflects different buildings and floors, and listings say nothing about what the renovation itself would cost. Unfinished and white box apartments are almost exclusively new builds: they account for 98% of all unfinished apartments for sale. The seller picks the market type, so some listings on the primary market come in average condition or need renovation; their square meter is the cheapest in the table.
High-rise or low-rise: does it matter?
In buildings of up to 9 floors the new-build median is $1,442 per m², in 10–16 floor buildings $1,696, and in buildings of 17 floors and more $3,022. High-rises cost more mainly because of where they stand: 47% of new-build listings in buildings of 17 floors and more are in Shaykhantakhur district, and without it the median for such buildings is $2,217.
Buildings of 17 floors and more are a small part of the new-build market, 9% of listings. The rest split between 10–16 floor buildings (50%) and buildings of up to 9 floors (41%).
Within a single district, height pushes the price in different directions. Buildings of 10–16 floors in Mirzo Ulugbek are noticeably pricier than low-rise ones: $2,091 against $1,514. Buildings of 17 floors and more in Yunusabad, on the other hand, are even cheaper than 10–16 floor ones: $1,350 against $1,603. So a high-rise is not a premium in itself: look at the district and the specific building. The building type shows in the price too: new builds in monolithic concrete buildings have a median of $1,720 per m², brick ones $1,492.
Do listings say when the building will be finished?
Almost never. Only under 3% of new-build listings say anything about the construction stage: a completion year, "building handed over" or a foundation pit. About 1% name a completion year, the latest one named is 2028, and the word kotlovan (the foundation-pit stage, when construction has barely started) appears in 43 listings. Listings say more about the apartment's condition and papers: korobka comes up in 13% of them, the cadastre (the state property register record) in 31%. But a mention of the cadastre does not mean the apartment is registered: some listings only promise to arrange it in a year.
For scale: according to the city hokimiyat (administration), Tashkent put 151 apartment buildings with 11,270 apartments (yuz.uz, 27 Sep 2026) into service in the first half of 2026. Check the completion date and construction stage with the seller and match them against the contract. How fast are new-build prices rising according to official data?
By the National Statistics Committee index, prices of primary-market apartments across Uzbekistan rose 7.1% (spot.uz, 27 Sep 2026) year on year in Q2 2026, and resale apartments 4.2%. The publication has no separate figure for Tashkent new builds; for the city it gives the rise for all apartments, 3.9%.
The Central Bank counts in two currencies, and in soums the rise is much smaller: from March 2025 to March 2026 new-build apartment prices across the country rose 8.1% in dollars and 1.8% in soums (gazeta.uz, 27 Sep 2026). The Institute for Macroeconomic and Regional Studies (IMRS), working from OLX.uz listings, got a much bigger number: asking prices of fully renovated one-room apartments in new builds in Mirzo Ulugbek rose 23.5% (spot.uz, 27 Sep 2026) from May 2025 to May 2026.
The numbers differ because they measure different things: the whole country or one district, all apartments or one-room ones, dollars or soums. UyScan has been collecting listing prices since 28 August 2026, which is too short for a year-on-year comparison, so here we show price levels rather than growth and make no forecasts.
Mortgages also go mostly to new builds: in the first half of 2026 they took 75% (gazeta.uz, 27 Sep 2026) of the value of all mortgage loans issued in the country.
What should you check before buying?
The price against the district. A district page shows the median and the price range for its new builds. A square meter far below the district's bottom quartile needs an explanation: an unfinished apartment, a building still at the foundation-pit stage, or a down payment shown instead of the price.
What the finish includes. Unfinished, white box or renovated: within one district the gap between medians reaches hundreds of dollars per square meter, as the figures above show.
The construction stage and handover date. Listings rarely mention them, so ask the seller in writing. A bill on shared construction, the scheme where buyers pay for an apartment in a building that is still going up, passed its first reading in the Legislative Chamber of parliament on 28 July 2026 (spot.uz, 27 Sep 2026). It provides for escrow accounts to hold buyers' money, but until the law takes effect buyers have no such protection.

How we calculated
- We take apartments for sale by the site's rules: duplicates merged, 11 districts excluding Yangihayot, price from $8,000, area from 15 m², price per square meter between $400 and $15,000. A new build is a listing where the seller chose the new-build, primary-market or from-developer market type.
- The finish, number of floors and building type come from listing fields. The construction stage is searched for in the listing text by Russian and Uzbek word forms (srok sdachi, sdan, kotlovan, bitadi), and the sample is checked by eye.
- These are asking prices, not transaction prices. City and district medians update every morning; the breakdowns by finish, height and construction stage were calculated from a database snapshot of 26 September 2026 and do not change. More in the methodology.
