How to rent an apartment in Tashkent without an agent: steps, deposit, utilities and prices by district

Owners post only 8% of Tashkent rental listings, at a median of $600 a month. Where to look without an agent, how to check the landlord, normal deposits, utilities, E-ijara and rent by district.

You can rent an apartment in Tashkent without an agent, but the choice is thin. According to UyScan data as of 28 September 2026, only 1,643 listings for rent came from owners, 8% of the market. Their median rent is $600 a month, against $750 (UZS 8,869,050) for the whole market. Below are the steps, the deposit, utilities and rent by district.

A word you will meet everywhere: makler is the local name for a rental agent or middleman, whether a lone broker or an agency.

How many rentals come straight from the owner, and are they cheaper?

Of 19,861 listings for rent in Tashkent, 1,643 were posted by owners, which is 8%. Owners ask $600 a month at the median, against $750 for the market as a whole. Not all of that is a real saving, though: part of the gap is about where these flats are.

Owners are more common in cheaper districts. Their share is highest in Bektemir (43%) and lowest in Mirabad (4%). Compare flats in the same district with the same number of rooms, and an owner's listing is typically 8% (UyScan data as of 26 Sep 2026, listings: 1,668) cheaper than an agency's. By district medians, owners come out cheaper in 6 of 11 districts (UyScan data as of 26 Sep 2026, listings: 19,687); in the rest they ask the same or even more.

In Shaykhantakhur, owners ask $750 at the median against $1,000 for the district: owners are cheaper. In Sergeli it is $480 against $450: here owners actually ask more. Uchtepa and Bektemir have only 53 and 60 owner listings, so treat those rows as a rough guide.

Furniture is another difference. Most flats in Tashkent are let furnished, but among listings that say either way, owners offer unfurnished flats in 10% (UyScan data as of 26 Sep 2026, listings: 1,619) of cases and agencies in 3% (UyScan data as of 26 Sep 2026, listings: 10,274). If you are bringing your own furniture, an owner is the likelier source of an empty flat.

Where do you find apartments without an agent?

Mostly on OLX, a general classifieds site: 96% (UyScan data as of 26 Sep 2026, listings: 1,686) of owners' rental listings are posted there. Owners account for 14% (UyScan data as of 26 Sep 2026, listings: 11,893) of rentals on OLX and 0.9% (UyScan data as of 26 Sep 2026, listings: 7,794) on uybor, a property portal where rentals come almost entirely from agencies.

The district matters too. Owners post 24% of listings in Sergeli, 20% in Almazar and 15% in Chilanzar, but only 4% in Mirabad. In the centre, finding a flat without an agent takes more time and patience.

How UyScan tells owners from agents: OLX marks business accounts itself. Uybor has no such mark, so we count a seller with three or more active rental listings as an agency. The label is not perfect: an agent can post from a private account, and an owner of several flats from a business one. Search words such as "без маклера" (Russian) or "maklersiz" and "uy egasidan" (Uzbek), all meaning "no agent" or "from the owner", help as well, but anyone can type them. UyScan itself is not an agency: it collects listings from OLX and uybor and merges duplicates.

How do you check the landlord and the flat?

First, see whether the same flat appears in other listings. 7% (UyScan data as of 26 Sep 2026, listings: 1,686) of listings marked as posted by the owner have a copy from an agency, and across all rentals 16% of listings are copies.

A copy is not proof of a scam: an owner may let the flat both directly and through agents. But if the listing says "from the owner" and the person on the phone mentions a fee, you are talking to an agent. Where copies come from is covered in our article on duplicate listings.

Before you sign:

  • Ask for documents. See the owner's passport and the ownership document, usually an extract from the cadastre, the state property register. The names must match. If a relative shows the flat, call the owner yourself, and have the owner or someone with the owner's power of attorney sign the lease.
  • Compare the price with the district. A quarter of rental listings in the city ask $550 or less. If a flat is far below its district median, ask why.
  • Do not pay before you see the flat. A request to pay "for a viewing" or "to reserve" it before you meet is a classic sign of fraud. More warning signs are in our article on rental scams.

What deposit and advance rent are normal?

Where a listing gives the deposit in dollars, it is usually half a month's rent: the median ratio is 50% (UyScan data as of 26 Sep 2026, listings: 326). In 96% (UyScan data as of 26 Sep 2026, listings: 326) of those listings the deposit is no more than one month.

Where the listing says how many months are paid up front, the median is 2 months (UyScan data as of 26 Sep 2026, listings: 341), and 92% (UyScan data as of 26 Sep 2026, listings: 341) ask for 2 or 3 months. So on move-in day you usually pay two or three months' rent plus the deposit, and with an agent, the fee on top.

Treat these numbers as a guide, not a rule: only 6% (UyScan data as of 26 Sep 2026, listings: 19,687) of listings mention a deposit at all, and the rest give their terms by phone. The official explanations on gov.uz contain no separate rule on deposits, so write the amount, the return date and the cases in which it can be kept into the lease. Pay by card or bank transfer, or get a signed receipt: a cash deposit is hard to prove later.

How much does an agent charge?

In rental listings that give the agent's fee as a percentage, it is almost always 50% (UyScan data as of 26 Sep 2026, listings: 1,780). Few say what it is a percentage of; those that do usually mean the first month's rent.

In practice: a two-room flat rents for $700 a month at the median, so the fee is half of that, paid on day one together with the deposit and advance rent. Without an agent you skip that cost, but the search, checking the owner and the lease are all on you.

Only 13% (UyScan data as of 26 Sep 2026, listings: 18,001) of agency listings mention a fee, so ask on the first call whether there is one.

Who pays utilities, and are they included?

Only 1.6% (UyScan data as of 26 Sep 2026, listings: 19,687) of listings mention utilities, so you will have to ask. According to gov.uz, the landlord provides utilities to the tenant for a fee (gov.uz, 27 Sep 2026), and the lease decides who pays how much.

Where utilities are mentioned, they are usually not included: the tenant pays electricity, gas and water separately. Less often they are part of the rent; then ask what monthly amount is covered and who pays above it.

On move-in day, photograph the electricity, gas and water meters and write the readings into a handover record signed by both of you. Ask for the latest bills to make sure the flat has no unpaid debts. Put internet and rubbish collection into the lease as well.

What goes into the lease, and why register it on E-ijara?

A residential lease must be in writing, no notary is needed, and it runs for at most 5 years (gov.uz, 27 Sep 2026). E-ijara is the tax service's online lease register at ijara.soliq.uz (my.gov.uz, 23 Sep 2026): registering the lease there is free, and it is the owner's obligation. An unregistered lease carries a fine of 5 to 10 base calculation amounts (gov.uz, 27 Sep 2026). The base calculation amount, or BCA, is a fixed sum that Uzbek law uses to set fines and fees, currently UZS 440,000 (buxgalter.uz, 27 Sep 2026).

The owner also pays income tax on the rent, at 12% (nrm.uz, 23 Sep 2026). For you, registration is useful: the lease sits in the tax system, and your tenancy is on official record.

Two rules are worth knowing. The terms of a lease cannot be changed unilaterally (gov.uz, 27 Sep 2026). Rent is one of those terms, so while the lease runs, the owner cannot raise it on their own. Better still, write into the lease when and how the rent may change. And the tenant, with the consent of those living with them, can end the lease by giving written notice 3 months ahead (gov.uz, 27 Sep 2026).

Put these in the lease:

  • the rent, the currency (dollars or soums) and the payment date;
  • the deposit amount, when it is returned and what it can be kept for;
  • how many months were paid in advance;
  • who pays utilities, and the meter readings on move-in day;
  • an inventory of furniture and appliances with their condition, photos attached;
  • the term and the conditions for leaving early.

How much is rent by district?

Rent is highest in Shaykhantakhur (median $1,000 a month) and in Mirabad ($1,000). It is lowest in Bektemir, at $400.

By size, a one-room flat goes for $500 a month at the median (UZS 5,912,700), a two-room flat for $700 (UZS 8,277,780) and a three-room flat for $900 (UZS 10,642,860). In Tashkent the living room counts as a room, so a two-room flat usually has one bedroom. Half of all listings in the city ask between $550 and $1,100.

How we counted

  • Active long-term rental listings from OLX and uybor in 11 districts of Tashkent, with copies of the same flat counted once. Yangihayot district is not in the data, because OLX does not list it separately.
  • Owners: on OLX, listings without the business account mark; on uybor, sellers with fewer than three active rental listings.
  • These are asking rents, not signed contracts. The medians in the table and text update daily.
  • Figures on deposits, advance rent, agent fees and utilities come from listing texts as of 26 September 2026: only listings with a specific amount, percentage or number of months were counted, and each figure shows its sample size.
