How many homes change hands in Uzbekistan and Tashkent: 2025–2026 deal counts

Uzbekistan registered 319,500 home sales in 2025 and 25,100 in August 2026. Why March was a record, why the Central Bank and CERR disagree, Tashkent's share, and how many listings there are per sale.

In short

  • Uzbekistan registered 319,500 home sales in 2025, 15.8% more than in 2024, according to the Central Bank.
  • In Q1 2026 the Central Bank counted 110,100 real estate sales, up 48.4% on a year earlier. It links the March spike to mandatory non-cash payment, in force since 1 April 2026.
  • CERR counted 25,100 home sales in August, almost exactly as many as a year earlier. January to August brought 222,500, up 18.4% on the same months of 2025.
  • Tashkent city accounts for about a third of the country's deals. By UyScan data for 26 September 2026, there are about 3.9 apartments for sale in the city for every sale agreement registered there in August.

Uzbekistan registered 319,500 home sales in 2025, according to the Central Bank. In 2026 March set a record, and by August the market was back to last year's pace: 25,100 deals in the month, according to CERR. Tashkent accounts for about a third of all deals. Alongside the official numbers, we add our own data as of 28 September 2026: how many apartments are for sale in the city and how many new ones appear each month.

Two sources run through this article. The Central Bank of Uzbekistan publishes annual and quarterly reviews of the property market. The Center for Economic Research and Reforms (CERR) is a government think tank that reports deals month by month. Both count sale and purchase agreements, not listings or asking prices. Tashkent city and Tashkent region are separate administrative units; unless we say region, we mean the city.

How many homes were sold in Uzbekistan in 2025?

According to the Central Bank review, Uzbekistan registered 319,500 (gazeta.uz, 27 Sep 2026) home sales in 2025, 15.8% (gazeta.uz, 27 Sep 2026) more than in 2024. A year earlier there had been 275,800 (gazeta.uz, 27 Sep 2026).

Growth picked up towards the end of the year: Q4 2025 brought 89,700 (gazeta.uz, 27 Sep 2026) deals, up 24.5% (gazeta.uz, 27 Sep 2026) on the same quarter of 2024. Roughly one deal in five involved a mortgage: the Central Bank puts the mortgage share of all home deals at 22% (gazeta.uz, 27 Sep 2026). The review, as reported in the press, does not split deals into apartments and houses.

How many housing transactions has Uzbekistan had in 2026?

In Q1 2026 the Central Bank counted 110,100 (gazeta.uz, 27 Sep 2026) real estate sales, up 48.4% (gazeta.uz, 27 Sep 2026) on the same quarter of 2025. March alone accounted for more than two fifths of the quarter: 47,300 (gazeta.uz, 27 Sep 2026), 2.1 times as many as a year earlier.

Then the count dropped. CERR recorded 23,300 (gazeta.uz, 27 Sep 2026) deals in April, a 1.9-fold drop from March and 4.7% (gazeta.uz, 27 Sep 2026) below April 2025. By summer the market was back at 25,000–26,000 (spot.uz, 27 Sep 2026) deals a month: August brought 25,100 (spot.uz, 27 Sep 2026), just 0.2% (spot.uz, 27 Sep 2026) more than a year earlier.

So the lead built up early in the year is shrinking. For January to April CERR counted over 125,000 (gazeta.uz, 27 Sep 2026) deals, 34.8% (gazeta.uz, 27 Sep 2026) more than in the same months of 2025. For January to August the count is 222,500 (spot.uz, 27 Sep 2026), and the gain is down to 18.4% (spot.uz, 27 Sep 2026).

Why was March 2026 a record month?

It was the last month under the old rules: since 1 April 2026 (lex.uz, 23 Sep 2026), property in Uzbekistan can only be paid for by non-cash transfer. CERR counted 43,600 (gazeta.uz, 27 Sep 2026) home sales in March, against 29,700 (gazeta.uz, 27 Sep 2026) in February and 20,400 (gazeta.uz, 27 Sep 2026) in March 2025.

The Central Bank links the March spike to the new requirement that, from April, payments in notarized deals go through escrow accounts, where a bank holds the buyer's money instead of cash changing hands. CERR names the same cause but calls it a partial explanation, and allows that the new procedure may have pulled some deals forward. So the April drop does not mean demand halved: by summer there were again more deals than in April. How payment works now is explained in our article on paying through the buyer's account.

Why do the Central Bank and CERR give different numbers?

For the same March 2026, the Central Bank counted 47,300 deals and CERR 43,600, a gap of almost four thousand. That does not mean one of them is wrong: the two bodies publish different series.

As reported, the Central Bank's quarterly review covers sales of all real estate, CERR covers housing, and the Central Bank's annual review for 2025 covers housing again. None of these publications spells out its method. So figures from different sources should not be added, subtracted or compared to claim growth or decline. How much of the market is Tashkent?

About a third of the country's deals. According to the Central Bank, 32,800 (gazeta.uz, 27 Sep 2026) deals were registered in Tashkent city in Q1 2026, almost 30% (gazeta.uz, 27 Sep 2026) of the national total. According to CERR, the capital accounted for 12,800 (gazeta.uz, 27 Sep 2026) home sales in March, about 34% (gazeta.uz, 27 Sep 2026) of all deals.

The capital is growing faster than the country. By CERR data, Tashkent home sales rose 27.5% (spot.uz, 27 Sep 2026) from January to August, against 18.4% nationwide. In August the city registered 7,400 (spot.uz, 27 Sep 2026) home sale agreements, up 2.2% (spot.uz, 27 Sep 2026) on a year earlier. Tashkent region, the runner-up by number of deals, had less than a third of the city's total in Q1. Asking prices inside Tashkent, district by district, are on the apartment prices page.

How many listings are there per sale in Tashkent?

By our estimate, for every monthly sale in Tashkent there are about 3.9 (UyScan data as of 26 Sep 2026, listings: 28,902) apartments on the market. We divided the 28,902 apartments that UyScan saw for sale on 26 September, with duplicates merged, by the number of home sale agreements registered in the city in August according to CERR, 7,400.

New listings also outnumber sales. From 29 August to 26 September, 17,102 (UyScan data as of 26 Sep 2026, listings: 17,102) unique apartments for sale appeared in our data for the first time, about 590 a day. Scaled to 30 days, that is about 2.4 times the number of agreements registered in Tashkent in August. If you are house-hunting, it is a useful reality check: far more apartments are advertised than change hands in any given month.

Meanwhile the number of apartments for sale stayed between 28,700 and 30,300 (UyScan data as of 26 Sep 2026, listings: 28,902) all month, which means roughly as many listings disappeared as appeared. A removed listing is not a sale: the seller may have changed their mind, sold without advertising, or relisted the apartment. So neither new nor removed listings can stand in for transaction statistics.

The comparison is also skewed the other way. Judging by the wording, CERR's Tashkent agreements cover all housing in the city: private houses, Yangihayot district, which is not in our data, and apartments that were never advertised on OLX or uybor, the two classifieds sites we collect. On top of that we are comparing September listings with August deals: no fresher deal figures had been published by 27 September. How we calculated

  • Official figures: Central Bank reviews for 2025 and Q1 2026, CERR reviews for March, April and August 2026, as reported by Gazeta.uz and Spot; dates and links are in the Sources block.
  • New listings: unique apartments for sale first found in 23 collection runs from 30 August to 26 September 2026, with duplicates merged as of each collection date and the same selection rules as on the site. The first database load on 28 August 2026 is excluded: that day the database took in everything already listed on the sites.
  • Apartments per deal: the number of apartments for sale on 26 September, and new ones scaled to 30 days, divided by home sale agreements registered in Tashkent in August according to CERR. UyScan data cover 11 districts of Tashkent (all but Yangihayot) and apartments only, so these ratios show scale, not the share of apartments that sell.
